The Minister of Finance, Hon Bwalya Ng’andu today announced the 2021 national budget estimated at ZMK 119.6 billion kwacha. The theme for the budget is “stimulate economic recovery and build resilience to safeguard livelihoods and protect the vulnerable.” The 2020 national budget is hankered on Republican President address to parliament earlier in the month which set the policy direction for government revenue and expenditure in 2021. The Minister highlighted on the five key areas of focus for the year 2021 and key among them include the following (1) economic diversification and job creation (2) poverty and vulnerability reduction (3) reducing developmental inequalities (4) enhancing human development and (5) creating a conducive governance environment for a diversified and inclusive economy
On economic diversification and job creation pillar, the minister highlighted on the positive gains the agriculture and livestock sector posted, he indicated that government continued to strengthen extension services, focusing on climate change intervention. he further indicated that government continued with livestock- stocking and restocking program focusing on 30% youth beneficiary. Besides that, The Minister indicated that government focused on animal health with vaccination programs being implemented across the country. lastly, he also highlighted on the interventions aimed at stimulating growth in the aquaculture sector.
To help stimulate local livestock sector the Minister has announced an upward increase of import duty to 40 percent from 25 percent on Agro products such as beef and beef processed products, pork and pork processed products, chicken and chicken processed products as well as fish imported from outside the SADC and COMESA regions.
The Poultry Association of Zambia welcomes this important policy directive as it will create a level playing field between the local production and imported meat products including chicken and chicken products.
